The short answer
Yes. VA lists Squamous cell carcinoma of the larynx as presumptive for Burn pits and other toxic exposures (Gulf War era and post-9/11).
That means you would not have to prove the medical link between this condition and your service. It does notmean a claim is approved. You still need a current diagnosis, service that meets the requirement for that exposure, and a discharge that isn't dishonorable, and VA decides every case itself.

How VA publishes it: VA publishes this in the combined bulleted list under "Presumptive Conditions for Airborne Hazards and Burn Pit Exposures" on its burn pits page (page states Last Updated November 3, 2025), in the same undivided list as brain cancer and melanoma. Regulatory basis 38 CFR 3.320, with the rare respiratory cancers added by 88 FR 60341, September 1, 2023, which is after the PACT Act, not before it. It does not appear on the three VA summary pages.
