Cloud or your own computer: where should a veteran's records live?

Think about what is actually in a claim file: diagnoses, mental health notes, your service history, your finances, and your Social Security number printed on half the pages. It is the most sensitive stack of paper you own. So the question of where the digital copies live deserves a straight answer, not a sales pitch. Here is the honest version of both sides.

What's actually in the file

It is worth being specific, because the answer drives everything else. A complete claim file typically contains your full legal name, date of birth, Social Security number, home address, service dates and locations, every diagnosis you have, mental health treatment notes, medication lists, and your monthly benefit amount.

That combination is more than a privacy concern. It is a complete identity-theft kit and a detailed medical history in one folder. Whatever you decide about storage, decide it with that in mind rather than treating these like vacation photos.

The honest case for the cloud

  • It survives disasters. A house fire or a flood cannot touch a file that lives on a server somewhere else. That is a real advantage and it would be dishonest to pretend otherwise.
  • It follows you. Any device, anywhere, and sharing a file is a link instead of a trip to the copy shop.
  • It keeps versions. Most services can recover a file you deleted or overwrote weeks ago, which local storage does not do on its own.
  • It is easy. No setup, no habits, no thought. Easy matters, because the backup you actually perform beats the perfect one you skip.

The honest case against it

  • It is someone else's computer.Their servers, their terms of service, their breach when there is one. You are trusting a company's security team, and their track record, with your medical history.
  • Your account is the weak point. This is the big one. Anyone who gets into your email or cloud login reaches the entire file cabinet from anywhere on earth, with no physical access required. Most real-world losses happen here, not through some sophisticated attack on the provider.
  • The files are usually readable by the service. Unless you encrypt them yourself first, most consumer services can read and index your documents to power search and previews. That is a feature, and it also means your records exist in readable form on hardware you do not control.
  • Terms change.Prices go up, free tiers shrink, features move behind subscriptions, accounts get locked by automated systems. Your records should not depend on a company's business decisions.

The honest case for your own computer

  • Control. The files sit on hardware you own. No account to hijack from a distance, no terms of service between you and your own records.
  • A much smaller attack surface. Reaching files on your machine generally requires being at your machine. That single fact eliminates the entire category of remote account compromise.
  • It works offline. No internet, no problem, and nothing phones home.
  • No rent. A disk is yours. A subscription never is.

And against it

  • Disks die. Every one of them, eventually, and usually without warning. A local-only file set with no backup is a countdown.
  • Fire, flood, and theft are real. One event in one building can take everything if everything is in that building.
  • It is your responsibility. Encryption and backups do not happen unless you make them happen. Nobody sends a reminder.

What encryption actually does

Encryption gets used as a magic word, so here is the plain version. Encrypting a file scrambles its contents using a key derived from your password. Without that password, the file is meaningless data. AES-256, the standard you will see named most often, is the same class of encryption used to protect classified and financial data.

Three distinctions worth knowing, because marketing blurs them:

  • In transit means protected while moving across the internet. Nearly everything does this now. It says nothing about what happens once the file arrives.
  • At rest means the file is stored encrypted. Better, but if the company holds the keys, the company can read your files, and so can anyone who compromises the company.
  • End-to-end, sometimes called zero-knowledge, means only you hold the key. The service literally cannot read your files. This is the strong version, and it comes with a real tradeoff: lose the password and nobody on earth can recover the files, because there is no back door to use.

That tradeoff is worth accepting for records like these. Just make sure the password lives somewhere you will not lose it, such as a password manager or a sealed envelope with your other important papers.

The HIPAA misunderstanding

A lot of veterans assume their medical records are protected by HIPAA no matter where those records sit. That is not how it works. HIPAA governs health care providers, health plans, and the businesses that handle records on their behalf.

Once you download your own records or receive copies in the mail, those copies are yours, and they are outside HIPAA's reach. No law is standing guard over the PDF in your downloads folder or the folder you synced to a cloud drive. That is not a scare tactic, just the actual legal boundary, and it is why the storage decision is yours to make deliberately.

A setup that gets both benefits

The cloud-versus-local argument sets up a false choice. The real answer for most veterans combines the strengths of both:

  1. Keep the working set on your own computer, encrypted. This is the copy you use, and it stays off the internet.
  2. Keep an encrypted backup on an external drive you can hold in your hand.
  3. Keep a second encrypted copy away from the house,at a relative's place or in a safe deposit box, refreshed a few times a year. This is the copy that survives the fire, which is the cloud's one genuine advantage, obtained without handing your file to anyone.
  4. If you do use cloud storage, encrypt the files before they upload, use a unique password you do not use anywhere else, and turn on two-factor authentication. That closes the account-compromise hole, which is the one that actually bites people.
